The University of Idaho Utility Executive Course (UEC) engages the utility industry's best leaders from diverse business backgrounds in a dynamic interchange of knowledge, insight, and expertise. For over 50 years, the Utility Executive Course has been preparing industry leaders with the knowledge and skills they need to produce business results. UEC has earned a worldwide reputation as the premier industry-driven executive education program designed specifically for utility leaders. As the State’s land-grant institution, the University of Idaho was founded on a mission of service and outreach to industry. The Utility Executive Course is a prime example of the university’s commitment to and partnership with industry.
The Public Utilities Executives’ Course, or PUEC, had its inception in 1954 when an executive from the Idaho Power Company approached his former business professor to create a management development program for the utility industry. Renowned economist Erwin Graue led a team in creating a four-week course designed to help managers develop a leadership point-of-view and accelerate their transition to executive responsibility. |

Dan Aschenbach is a senior vice president and a member of Moody's Infrastructure Finance Group. He is also a Rating Committee member. Dan is lead credit analyst on 20 of the nation's largest public power electric utilities and has been a credit analyst at Moody's for 20 years. Prior assignments include Canadian ratings and public finance ratings in the Southern and Great Plains regions. Dan previously worked as a legislative assistant for a U.S. Congressman, specifically on matters before the Interstate and Foreign Commerce Committee and the Health and Environment Subcommittee. He has served on his company's governing board for 12 years and as the Mayor of Cranford Township, New Jersey. He holds a bachelor's degree from Boston University and an MPA from Rutgers University. Dan has completed the Leadership for the 21st Century Program at the Kennedy School of Government. |

Joel Berk directs the Financial Accounting Institute and formerly taught at the Columbia University Graduate School of Business. A recipient of the William H. Newman Award for Teaching Excellence and Innovation, he teaches in the Edison Electric Institute Rate Fundamentals Course and the American Gas Association Gas Rate Fundamentals Program. His other teaching experience includes in-house programs for investment banks, law firms, public utility commissions, and other organizations concerned with utility regulation as well as the Polytechnic Institute of New York. Joel holds undergraduate degrees in civil engineering and management from the Massachusetts Institute of Technology and graduate degrees in civil engineering from Stanford University and in business from Columbia University. |

| David Blackford is a Director in the North American Power Group at Citi Markets & Banking. During the past six years at Citi, David has participated in several capital market financings in the Utility & Power industry, including the on-going divestiture IPO of American Water Works by RWE, an on-going IPO of a pipeline MLP by NiSource, multiple high-yield debt offerings for Edison Mission Energy and Dynegy, and common stock offerings for Sempra Energy, CMS Energy, PSEG, and PPL. In addition, David has worked on various M&A and strategic advisory assignments including the acquistion of Green Mountain Power by Gaz Metro and the sale of Allegheny Energy's "West Book" trading positions and CDWR contrat to J. Aron& Co. David has been a CFA Charterholder since 1999 and received an M.B.A. with concentrations in Finance, Economics, and Accountig from the University of Chicago. | |

Nora M. Brownell Course: A Regulator's View: Understanding the Big Picture | | |

Nora Mead Brownell served as a commissioner with the Federal Energy Regulatory Commission (FERC) from 2001 to 2006. During her tenure at the FERC, she championed the development of independent transmission organizations for wholesale power, which now represent the electricity market structure serving two-thirds of the U.S. $10 trillion economy. As a leading advocate of responsive and effective independent board governance at RTOs and corporations, she is a strong proponent of FERC policies that promote investment in national energy infrastructure development. Prior to accepting President Bush's appointment to the FERC in 2001, she served as a member of the Pennsylvania Public Utility Commission, where she took an active role in the rollout of electric choice in Pennsylvania. Previous positions include executive director of the Regional Performing Arts Center in Philadelphia and senior vice president for Meridian Bancorp, Inc.'s Corporate Affairs Unit. She is a former president of the National Association of Regulatory Utility Commissioners (NARUC). She attended Syracuse University. |

Ralph Cavanagh

Ralph Cavanagh co-directs the Energy Program of the Natural Resources Defense Council, a nonprofit, environmental-advocacy organization. In 1996 he held appointments as visiting professor at the Stanford Law School and the Boalt School of Law at the University of California Berkeley. Ralph also serves on the U.S. Secretary of Energy's Advisory Board, the Advisory Council of the Electric Power Research Institute, and the board of E-Source, a Colorado-based energy services company. He is vice-chair of the coalition on Energy Efficiency and Renewable Energy Technologies, which unites representatives of the environmental, energy-efficiency, and renewable energy communities. He is also a founding board member of the Northwest Conservation Act Coalition. Before joining NRDC, Ralph was employed by the U.S. Department of Justice as an attorney advisor. He also served as a member of the Energy Engineering Board of the National Academy of Sciences from 1987 to 1993. He holds undergraduate and law degrees from Yale University. |

Jeff Ceccarelli joined Sierra Pacific in 1972 as a student engineer while attending the University of Nevada, Reno. In 1976, he became an associate engineer in civil engineering. From 1979 to 1981, he was a Supervisor in Transmission Design and was then named Manager of Gas & Water Design and Planning. In addition, he has held management positions in civil engineering, construction management and customer service. He was named Director of Engineering and Operations for the company's water division in 1992, which the company divested in 2001. In 1996 he was named Director of Customer Operations. Ceccarelli was named Vice President of Distribution Services in February 1998 and President of Sierra Pacific Power in June 2000. In addition to his duties as President, in October 2004, Ceccarelli added to his responsibilities as Senior Vice President, Service Delivery & Operations for Sierra Pacific Resources. Ceccarelli's education includes a B.S. in Civil Engineering from the University of Nevada, Reno and he also completed the Public Utility Executive Program at the University of Michigan. | | |

Jay A. Copan is senior vice president of corporate affairs and corporate secretary at the American Gas Association (AGA). He is the senior association executive responsible for AGA's financial community outreach activities, membership operations, meeting services business unit, and all activities related to governance of the Association. He also serves as the Association's liaison with the regional and state natural gas associations, and oversees AGA's activities in the international energy arena. Jay joined AGA in 1982 and has served in a variety of capacities. In addition to his current responsibilities, he has been responsible for AGA's industry communities dealing with finance, accounting, rates, human resources, information systems, and customer activities. He has also had responsibility for the delivery of the Association's programs and services via technologies such as videoconferencing, satellite business TV, and the Internet. Prior to joining AGA, Jay served as chief economist with the Federal Maritime Commission. He has published articles in Public Utilities Fortnightly, American Gas Magazine, the Journal of Petroleum Accounting, the AGA Financial Quarterly Review, and the AGA Gas Energy Review. He is a past director of the National Society of Rate of Return Analysts, and a member of the National Investor Relations Institute. John R. “Ric” Gale is vice president of regulatory affairs for Idaho Power Company. Ric has been with Idaho Power since 1983. He is responsible for development of jurisdictional revenue requirements and customer class cost-of-service studies, preparation of rate design analyses and administration of tariffs and customer contracts. His duties include administration of the Power cost Adjustment tariff, regulatory policy development, guidance on restructuring activities and resource planning for the company’s Integrated Resource Plan. He holds a bachelor of Business Administration degree in Marketing and a master of Business Administration degree from Boise State University. In addition, he has completed the Edison Electric Institute's Advanced Rate Course and University of Idaho's Public Utility Executive Course. |

Scott Hempling is director of The National Regulatory Research Institute at Ohio State University. His litigation and advisory work addresses wholesale and retail competition, mergers, utility diversification, state-federal jurisdictional relationships, electric reliability, and regional transmission policy to public and private sector clients in the electric, gas, and telecommunications industries. In addition to participating in all phases of administrative litigation, he has drafted federal and state statutes for clients. He regularly practices before federal and state agencies and before federal and state courts, and has appeared as an expert witness before state regulatory commissions. He has testified on electricity law and policy before committees of the U.S. Senate and the U.S. House of Representatives, and before several state legislatures. J. Richard Moore has more than 30 years experience in both regulated and unregulated segments of the energy industry. He has held senior management positions in oil and gas production companies, interstate and intrastate natural gas pipelines, gas and electric utilities as well as natural gas gathering, processing, and marketing companies. Dick previously served on the Board of Directors of the Gas Processors Association and currently holds an adjunct faculty position in the economics department at Richland College in Dallas, Texas. In addition to being a member of the UEC faculty, he also serves as a speaker on energy topics for the Maguire Energy Institute at Southern Methodist University. He holds BBA and MBA degrees from the University of Oklahoma. |

Andrew Ott is vice president of market services for PJM Interconnection, LLC, where he is responsible for the oversight of PJM's market development, market operations, and market strategy, with a concentration on locational marginal pricing, financial transmission rights, and the day-ahead energy market. He has extensive experience in energy market restructuring, including design and implementation issues, and in power-system engineering applications. Prior to joining PJM, Andy was employed by GPU for 13 years in transmission planning and operations. He holds a BS in electrical engineering from Penn State University and an MS in applied statistics from Villanova University. |

He previously served as EEI's senior vice president of finance, regulation, and power supply policy, focusing on enhancement of industry representation on such issues as PURPA, PUHCA, the Federal Power Act, cogeneration and independent power production, transmission access, and bulk power and transmission pricing, which affect the national interest. He also has responsibility for representing the industry in the areas of finance, ratemaking, regulation, accounting, and taxes. Mario G. Reyes is associate dean for the college of business and economics, and professor of finance at the University of Idaho. Before moving to Idaho, he was technical assistant to the president and accounting/finance manager for the E. M. Cojuangco Group of Companies. Mario has received several teaching awards, including the First Interstate Bank of Excellence in Teaching and the University of Idaho Award for Teaching Excellence. His teaching and research focus on the econometric analysis of financial markets, portfolio management, and financial strategy. Mario's doctorate is from the University of Arkansas, Fayetteville. |

Bert Valdman is executive vice president and chief operating officer for Puget Sound Energy, where he is responsible for management of regulated electric and natural gas distribution operations and oversees the customer service, information technology, and corporate affairs functions. He joined Puget Sound Energy in 2003 as senior vice president of finance and chief financial officer. Bert previously served as a managing director of investment banking services for JP Morgan's energy-sector clientele. In that role, he directed JP Morgan’s client relationships with many of the world’s top corporate players in the electricity, natural gas, and oil industries. He was a member of the investment-banking team in JP Morgan’s Paris office and taught courses in financial analysis and corporate finance at the Institut d’Etudes Politiques. He holds a bachelor’s degree from Northwestern University and a master’s degree and PhD from Stanford University. |

He successfully delivered projects in the areas of mergers and acquisitions, trading and risk management, cost control, financial re-engineering, asset strategy, regulatory strategies and market entry studies. | |

His 27 years of utility experience includes consulting as well as working for a municipal utility in Colorado. Prior to accepting his current position, Jeff directed Sierra Pacific's fleet of generating plants, where he worked in coal supply, natural gas planning, contract administration, power plant engineering support, and hydro operations. Jeff attended the Utility Executive Course in 1997. |

| Doug Myers is the director of I.T. infrastructure for Pepco Holdings (PHI), a utility holding company serving 1.8 million customers in New Jersey, Delaware, Maryland, Virginia, and the District of Columbia (PHI was formed in August 2002 by the merger of Pepco and Conectiv). He is currently responsible for the corporation's user-enabling technology, which includes application and database servers, voice and data networks, messaging and collaboration services, and workstations. Doug holds an undergraduate degree in mathematics from the College of William & Mary and an MBA with Honors from Wharton. Doug has been with PHI for seven years and previously worked in banking, consulting, and sportswriting. He is the author of four baseball books and was Joe Montana's ghostwriter for a book on quarterbacking. He attended the Utility Executive Course in 2003. |

He has presented testimony on a variety of energy issues before both the U.S. Senate and House of Representatives as well as before state legislative and regulatory bodies. He was a member of the Bush administration's energy advisory transition team. Pete instructed in the Utility Executive Course from 1995-2002. |
