The University of Idaho Utility Executive Course (UEC) engages the utility industry's best leaders from diverse business backgrounds in a dynamic interchange of knowledge, insight, and expertise. For over 50 years, the Utility Executive Course has been preparing industry leaders with the knowledge and skills they need to produce business results. UEC has earned a worldwide reputation as the premier industry-driven executive education program designed specifically for utility leaders. As the State’s land-grant institution, the University of Idaho was founded on a mission of service and outreach to industry. The Utility Executive Course is a prime example of the university’s commitment to and partnership with industry.
The Public Utilities Executives’ Course, or PUEC, had its inception in 1954 when an executive from the Idaho Power Company approached his former business professor to create a management development program for the utility industry. Renowned economist Erwin Graue led a team in creating a four-week course designed to help managers develop a leadership point-of-view and accelerate their transition to executive responsibility. |

| Dan Aschenbach is a senior vice president and a member of Moody’s Infrastructure Finance Group as well as a member of the Rating Committee. He is lead credit analyst on 20 of the nation’s largest public power electric utilities and has been a credit analyst at Moody’s for more than 20 years. Prior assignments include Canadian ratings and public finance ratings in the Southern and Great Plains regions. Dan previously worked as a legislative assistant for a U.S. Congressman, specifically on matters before the Interstate and Foreign Commerce Committee and the Health and Environment Subcommittee. He has served on his community’s governing board for 12 years and as the Mayor of Cranford Township, New Jersey. He holds a bachelor’s degree from Boston University and an MPA from Rutgers University. Dan has completed the Leadership for the 21st Century Program at the Kennedy School of Government. |

| Joel Berk directs the Financial Accounting Institute and formerly taught at the Columbia University Graduate School of Business. A recipient of the William H. Newman Award for Teaching Excellence and Innovation, he teaches in the Edison Electric Institute Rate Fundamentals Course and the American Gas Association Gas Rate Fundamentals Program. His other teaching experience includes in-house programs for investment banks, law firms, public utility commissions, and other organizations concerned with utility regulation as well as the Polytechnic Institute of New York. Joel holds undergraduate degrees in civil engineering and management from the Massachusetts Institute of Technology and graduate degrees in civil engineering from Stanford University and in business from Columbia University. |

Nora M. Brownell

| Nora Mead Brownell served as a commissioner with the Federal Energy Regulatory Commission (FERC) from 2001 to 2006. During her tenure at the FERC, she championed the development of independent transmission organizations for wholesale power, which now represent the electricity market structure serving two-thirds of the U.S. $10 trillion economy. As a leading advocate of responsive and effective independent board governance at RTOs and corporations, she is a strong proponent of FERC policies that promote investment in national energy infrastructure development. Prior to accepting President Bush's appointment to the FERC in 2001, she served as a member of the Pennsylvania Public Utility Commission, where she took an active role in the rollout of electric choice in Pennsylvania. Previous positions include executive director of the Regional Performing Arts Center in Philadelphia and senior vice president for Meridian Bancorp, Inc.'s Corporate Affairs Unit. She is a former president of the National Association of Regulatory Utility Commissioners (NARUC). She attended Syracuse University. |

Ralph Cavanagh directs the Energy Program of the Natural Resources Defense Council, a non-profit environment-advocacy organization that he joined in 1979. He has held appointments as a visiting professor at the Stanford and Boalt Hall Law Schools, and as a Lecturer on Law at the Harvard Law School. His courses address a wide range of energy and environmental issues. He is a past member of the U.S. Secretary of Energy’s Advisory Board, the Energy Engineering Board of the National Academy of Sciences and the Advisory Council of the Electric Power Research Institute. His awards include the Heinz Award for Public Policy and the Bonneville Power Administration’s Award for Exceptional Public Service. Ralph currently is a member of the National Commission on Energy Policy, an initiative of the William and Flora Hewlett Foundation, and he is vice chair of the Portland-based Bonneville Environmental Foundation and the Sacramento-based Center for Energy Efficiency and Renewable Technologies. He also serves on the board of the Electricity Innovation Institute, which manages long-term research and development projects in the energy sector. He has worked extensively with the Commission for Environmental Cooperation of North America, most recently as a member of its Electricity and Environment Advisory Board. He received his undergraduate and law degrees from Yale University.

| Jeff Ceccarelli joined Sierra Pacific in 1972 as a student engineer while attending the University of Nevada, Reno. In 1976, he became an associate engineer in civil engineering. From 1979 to 1981, he was a Supervisor in Transmission Design and was then named Manager of Gas & Water Design and Planning. In addition, he has held management positions in civil engineering, construction management and customer service. He was named Director of Engineering and Operations for the company's water division in 1992, which the company divested in 2001. In 1996 he was named Director of Customer Operations. Ceccarelli was named Vice President of Distribution Services in February 1998 and President of Sierra Pacific Power in June 2000. In addition to his duties as President, in October 2004, Ceccarelli added to his responsibilities as Senior Vice President, Service Delivery & Operations for Sierra Pacific Resources. Ceccarelli's education includes a B.S. in Civil Engineering from the University of Nevada, Reno and he also completed the Public Utility Executive Program at the University of Michigan. |

| John Fielder is president of Southern California Edison (SCE), one of the nation’s largest electric utilities. Previously, he served as senior vice president of SCE’s Regulatory Policy and Affairs, responsible for developing and implementing regulatory policies and managing proceedings before the California Public Utilities commission and other regulatory agencies. In that role, he was also responsible for the utility’s Environmental Affairs organization. In October 2005, he was elected president of the company. John began his Edison career in 1970 and held a variety of supervisory and management positions in the Information Services organization. He was named vice president of Information Services, SCE’s technology and systems organization in 1989. He assumed the role of vice president of Regulatory Policy and Affairs in 1992 and was promoted to senior vice presdient in 1998. He holds an undergraduate degree from the University of California Santa Barbara, an M.B.A. from the University of California, Los Angeles, and a law degree from Pepperdine University Law School. |

| John R. “Ric” Gale is vice president of regulatory affairs for Idaho Power Company. Ric has been with Idaho Power since 1983. He is responsible for development of jurisdictional revenue requirements and customer class cost-of-service studies, preparation of rate design analyses and administration of tariffs and customer contracts. His duties include administration of the Power cost Adjustment tariff, regulatory policy development, guidance on restructuring activities and resource planning for the company’s Integrated Resource Plan. He holds a bachelor of Business Administration degree in Marketing and a master of Business Administration degree from Boise State University. In addition, he has completed the Edison Electric Institute's Advanced Rate Course and University of Idaho's Public Utility Executive Course. |

| Scott Hempling is director of The National Regulatory Research Institute at Ohio State University. His litigation and advisory work addresses wholesale and retail competition, mergers, utility diversification, state-federal jurisdictional relationships, electric reliability, and regional transmission policy to public and private sector clients in the electric, gas, and telecommunications industries. In addition to participating in all phases of administrative litigation, he has drafted federal and state statutes for clients. He regularly practices before federal and state agencies and before federal and state courts, and has appeared as an expert witness before state regulatory commissions. He has testified on electricity law and policy before committees of the U.S. Senate and the U.S. House of Representatives, and before several state legislatures. Scott holds a BA in economics and poliitical science from Yale University and a JD from Georgetown University Law Center. |

| Milton B. Lee is chief executive officer and general manager of CPS Energy. He joined CPS Energy in 2000 as senior vice president of the electric transmission and distribution systems and became interim general manager in November 2001. He moved to his current position in February 2002. Prior to joining CPS Energy, he held the positions of chief operating officer as well as CEO and general manager of Austin Energy during the 1990s. He began his career with General Electric Co., where he oversaw nuclear steam supply systems, nuclear fuel, gas turbine generators, and steam turbine generators. In 1976, Lee joined the newly created Texas Public Utility Commission where he was responsible for regulation of electric utilities in the areas of engineering, construction, and distribution systems. He testified as an expert witness in certification and rate proceedings and prepared rules and regulations for the state’s electric utilities. He holds an undergraduate degree in mechanical engineering from the University of Texas at Austin and is a registered professional engineer. |

J. Richard Moore

| J. Richard Moore has more than 30 years experience in both regulated and unregulated segments of the energy industry. He has held senior management positions in oil and gas production companies, interstate and intrastate natural gas pipelines, gas and electric utilities as well as natural gas gathering, processing, and marketing companies. Dick previously served on the Board of Directors of the Gas Processors Association and currently holds an adjunct faculty position in the economics department at Richland College in Dallas, Texas. In addition to being a member of the UEC faculty, he also serves as a speaker on energy topics for the Maguire Energy Institute at Southern Methodist University. He holds BBA and MBA degrees from the University of Oklahoma. |

David Owens is executive vice president of business operations at the Edison Electric Institute (EEI). The group focuses on a broad range of issues that affect the future structure of the industry and new rules in evolving competitive markets. David has responsibility over the strategic areas of energy supply and the environment, energy delivery, energy services, and international affairs. He previously served as EEI’s senior vice president of finance, regulation, and power supply policy, focusing on enhancement of industry representation on such issues as PURPA, PUHCA, the Federal Power Act, cogeneration and independent power production, transmission access, and bulk power and transmission pricing, which affect the national interest. He also has responsibility for representing the industry in the areaas of finance, ratemaking, regulation, accounting, and taxes. He holds master’s degrees from Howard University and George Washington University.

| Andrew Ott is vice president of market services for PJM Interconnection, LLC, where he is responsible for the oversight of PJM's market development, market operations, and market strategy, with a concentration on locational marginal pricing, financial transmission rights, and the day-ahead energy market. He has extensive experience in energy market restructuring, including design and implementation issues, and in power-system engineering applications. Prior to joining PJM, Andy was employed by GPU for 13 years in transmission planning and operations. He holds a BS in electrical engineering from Penn State University and an MS in applied statistics from Villanova University. |

Mario has received several teaching awards, including the First Interstate Bank of Excellence in Teaching and the University of Idaho Award for Teaching Excellence. His teaching and research focus on the econometric analysis of financial markets, portfolio management, and financial strategy. Mario's doctorate is from the University of Arkansas, Fayetteville. |

J. Frank Russell, Vice President of Concentric Energy Advisors, is a financial professional with 25 years of experience as a banker and advisor to the electric power and natural gas industries. Frank has advised companies in the United States as well as in Europe in the areas of mergers and acquisitions, financial and corporate strategy, regulatory issues, dividend policy, equity, debt, structured finance, and privatization. He spent 14 years with Bankers Trust Company in New York as both a commercial and investment banker to the power industry and managed the bank’s Western Energy Group. Following that, he worked in the investment banking group of Merrill Lynch & Co. in New York and London, where he headed the firm’s European utility investment banking practice. Prior to joining Concentric in 2002, he worked for Mercer Management Consulting in that firm’s utilities consulting practice. Frank holds a B.S. in Electrical Engineering from Bucknell University and an MBA from the Harvard Business School.

He has an extensive background in government and the energy industry including serving as majority counsel to the U.S. Senate Committee on Energy and Natural Resources, a commissioner for the Federal Energy Regulatory Commission, and deputy general counsel and senior vice president of strategic planning for LG&E Energy Corp in Louisville, Kentucky. Prior to joining INGAA, he was a partner in the Washington, DC, office of Troutman Sanders LLP where he was a member of the law firm’s federal regulatory practice group. He holds an undergraduate degree from the Duke University Trinity College of Arts and Sciences and a law degree from the Columbia University School of Law. |

| Jeff Sterba is chairman and chief executive officer of PNM Resources, the parent company of PNM, TNMP, and First Choice Power. He joined PNM in 1977 and held a variety of senior management positions including executive vice president and chief operating officer, senior vice president of bulk power services, senior vice president of asset restructuring, and senior vice president of retail electric and water services. Jeff left PNM in 1998 to become executive vice president of USEC, a global energy company headquartered in Maryland, but returned to PNM as CEO in 2000. He is on the board of directors for the U.S. Chamber of Commerce and actively involved in New Mexico’s community and economic development efforts. He is the past chair of the Edison Electric Institute and Electric Power Research Institute, and is on the Business Environmental Leadership Council for the Pew Center on Global Climate Change. Jeff holds an undergraduate degree in economics from Washington University, St. Louis, Summa Cum Laude, has completed post-graduate work in economics at Washington University, and was accepted as a Ph.D. candidate at the University of Chicago. |

| Bert Valdman is executive vice president and chief operating officer for Puget Sound Energy, where he is responsible for management of regulated electric and natural gas distribution operations and oversees the customer service, information technology, and corporate affairs functions. He joined Puget Sound Energy in 2003 as senior vice president of finance and chief financial officer. Bert previously served as a managing director of investment banking services for JP Morgan's energy-sector clientele. In that role, he directed JP Morgan’s client relationships with many of the world’s top corporate players in the electricity, natural gas, and oil industries. He was a member of the investment-banking team in JP Morgan’s Paris office and taught courses in financial analysis and corporate finance at the Institut d’Etudes Politiques. | Ernie C'deBaca serves as vice president of governmental affairs for PNM Resources. He and his staff are responsible for working with the New Mexico and Texas Legislatures, along with other elected and appointed officials of state, local, and Native American governments. He facilitates PNM's legislative interest in cooperation with other PNM business units. Current issues include industry restructuring, taxation, rights-of-way, environmental, and water rights. Prior to accepting his current position, Jeff directed Sierra Pacific's fleet of generating plants, where he worked in coal supply, natural gas planning, contract administration, power plant engineering support, and hydro operations. He also served as vice president of Supply Chain Management at PSEG, where he was responsible for managing $1.4 billion of non-fuel external expenditures, as well as process ownership of the inventory and logistics functions. Prior to joining PSEG, he was vice president of Business Development at Automatic Data Processing Inc. (ADP) and vice president and assistant general counsel. Before joining ADP, he was a partner at the law firm of McDermott, Will & Emery in New York and an associate in the law firm of Debevoise & Plimpton. He is a member of the New York and Virginia bars and is a Certified Purchasing Manager. He earned his B.S. degree from the McIntire School of Commerce at the University of Virginia, his J.D. degree from Harvard Law School and an M.B.A. from Columbia University.
